I think its possible to sue if you can prove there were no signs. Personal opinion is they should take your license, sign or no, if you can't see a flagger in the road until you are about to hit him. Hope your facebook/text/browser history aren't active at time of accident too.

yeah its worded weird but ive seen it too when its not really over the usual speed limit.
examples driving 70 in a torrential downpour on the parkway and ramming someone too dumb to put their lights on in front of you, or checking if your facebook post complaining about traffic has any likes, while you almost bulldoze an innocent flagger.

Maybe for driving at an UNsafe speed. Driving at a "Safe Speed" doesn't even make sense.
