What am I missing? According to my reading 17 cents per kWh is the commercial rate they pay independent energy producers, such as wind farms, hydropower, large scale solar, etc. The current grid-tie agreement for residential users is a simple kWh to kWh swap, with any surplus in your favor carrying over for up to 12 months, subject to a minimum monthly charge of $20. If you use more kWhs than you supply you pay at the prevailing rate.
