Well, no matters. Tourists and homeless who show up without a place to stay get to do their quarantine in jail. That's what they decided since those three homeless people showed up.

And legality only matters in court, what happens before that is tickets, jail time if they're ignored and then you get to go to court and try to explain things. Probably lawyer fees in there somewhere and how is all that going to be a decent vacation?

There's law and then there's what actually happens in the process of law. Maybe you like going to court, who knows?

But other than fussing with folks on the other side of a screen, why would you want to travel right now when the whole moral inclination of basically the whole planet is against it? It may be Hawaii, but the beaches, most hotels, shops, tourist spots, etc., etc. are all closed. Not to mention nobody wants visitors at the moment. So, what is the purpose of traveling other than just because technically you can? Doesn't seem like it would be a good experience.
