The interisland flying quarantine isn't lifted until June 16.
When arriving from the mainland you are processed right when you land (you can't just freely leave the airport or connect to another flight). At that point - they get your address, phone number - acknowledge you must quarantine - and can check in on you regardless of island. You then quarantine for 14 days at your final destination - if caught out and about - then arrest.
For interisland - it is my understanding you will still out a form for location details - but no quarantine.
Presumably between now and June 16 - they have time to refine the process.
