There's a big difference between doing a good job supporting the kids you have on a tight budget and choosing to produce children you know you can't pay for even before they're born. It is possible to plan these things. If you didn't plan ahead, that's a whole different discussion.

No. You don't get pregnant in the first place. You do whatever that takes. Wonder of wonders, they know what causes it and how to prevent it nowadays. THAT is being responsible!
