The CDC is recommending that people born from 1945 to 1965 who have not already been tested get tested for Hepatitis C. Does this include people born outside the USA and came to live in the USA? Does it include people born in the USA but grew up overseas?

It really does not matter where you have lived. It's a simple blood test, and for most of us the result will be normal, and you're done.
