OK, the title is weird but the right knee has tenderness/ache on outer knee side just below the tiny bump (bone) that's on each side of each lateral knee. Anyone know could it be ligament/tendon? It is not muscle I think, nor bone but has to be cartilage type pain??

I am a runner and had similar pain a couple of years ago; it turned out to be the "IT band syndrome" that frequently affects runners. You should consult a doctor or PT to be sure.

Oh that IT band issue is a nightmare. I ended up with it from hip replacement. It's 7 yrs post op and my almost whole outside right thigh is sore and numb. I every now and then rub it deeply and even had active release technique work (ART) and it seems like I'm stuck with it. I know runners get this but the doctor did some damage with the surgery...I've never been a runner. I would have not have thought this for the OP.

Yes, get a MD evaluation for diagnosis. Can't treat something until you know what it is....
