Have you tried an allergy pill? My ear is always plugged up too, doctor says it isn't wax, more like fluid. Sometimes an allergy pill helps clear it up.
I was advised to warm the hydro-per,,flush with saline and lay the ear on a towel (with my head attached of course!). The towel was actually a warm towel too.
Did wonders to draw out the wax. It also "popped! When it cleared.
For fluid swishing in the ear I had to use a draw salve. It smelt like tar. But I put it on a piece of cotton on the outer ear and laid down with a heating pad. That one took a few attempts til it felt relief.

I have the dry type of ear wax. When I was a kid, a doctor pulled out a big chunk of hard wax, that had a ladybug entombed in it. I didn't remember ever having a bug crawling around or fluttering its wings in there. My hearing on that side immediately took a jump upward.

Im going to try the hydrogen peroxide.
The problem with sticking anything into your ear is that you can compress the wax against the skin and push it farther back against the eardrum. That can make it even harder to remove than it was before, and as it builds up it can distort sound. As already mentioned, there could also be fluid behind the eardrum.
