Any ideas on this nasty rash on my foot?

My mother thinks it's related to my liver.

Hard to say without seeing it, can you describe it or post a photo of it? You might try posting it on the eczema forum on reddit, that's an active forum with lots of people participating who are familiar with rashes.

I got a terrible skin condition that ended in cellulitis (NOT cellulite, lol)---awful with skin blistering and peeling off. On my foot. From walking around in the Gulf coast waters. A guy in the same area lost his leg due to same thing, so get treated right away. I ended up in ER.

I thought I attached the photo earlier.

I do not have the following symptoms of cellulitis

Red area of skin that tends to expand
Swelling
Tenderness
Pain
Warmth
Fever
Red spots
Blisters
Skin dimpling

It's more of a dried scaly coating turning black and peeling back from the foot.

probably athlete's foot - a fungus. Pick up some clotrimazole at the drugstore (no prescription required) and see if that works.
