My testosterone levels are normal, but my libido is low? (depressed, average)

Ok, low libido in your 20’s is not normal. If your urologist is giving you wrong answers GET A NEW UROLOGIST! But yes, this seems more psychological than physical. If everything else is normal physically then there is a non physical issue. Which means a different kind of doctor. Sorry to be so blunt but I believe there may be more going on here.

I actually went to my GP. He did give me a list of referrals to a urologist just in case. However, I really don't think this is a psychological issue. These issues have been ongoing for a year. I don't think it's depression. I've gone through periods of depression, and I've never had these symptoms.
I want more tests done. I want him to test my adrenal hormones since he didn't test those. I believe something could be going on with my stress hormones. I would also like to check for any vitamin or mineral deficiencies.
I would also like to ask him if I can get an MRI scan. Along with this, I've been dealing with persistent tension/achiness on the back of my neck. I feel it really bad whenever I turn my head. I also get these feelings in my head. Something in my brain feels off and it could be contributing to these symptoms.

Seeing a urologist is a good idea because that is their specialty. See what they say. If you're not satisfied, I suggest going to a university hospital urologist. The local urologist may not be as good with people your age having that issue where a university hospital would be the ones that would see more cases of young people having issues like you. Do you have a decent university hospital within an hour or so drive?
You have a lot to be stressed about. Been there and done that. These days, stress is a fact of life, but for some of us, there are other situations that add a lot more. I've been there too with a bad parent. It all can affect our bodies in weird ways.
Since you feel this is not related to stress, my advice would be for you to find a geneticist. They will know the specific testing you need if your symptoms fit certain criteria such as if you're deficient in various things.
For your neck and head if your GP won't order testing, you'll also need to find a specialist that deals with those parts of the body.
I asked him about prolactin and he told me that he don't think that's necessary since I'm not developing breasts or nipple discharge. I asked him about cortisol. He told me since my blood pressure and heart rate is fine, he won't test that.
My GP told me that he will do my normal blood work and urinalysis, but he will add to check my testosterone levels and prostate. He was also going to test to see if I had COVID-19, but since I got vaccinated and developed antibodies I don't really think he could've done it.
He also told me that for guys around my age that have these issues, it's typically psychological not physical. He was trying to assure me that this may just be a mental issue, but will do physical tests to rule out anything physical.

I just got my lab results yesterday and they were normal expect the mildly elevated PSA.
Something still isn't right. I'm still having these symptoms of no sex drive, erectile dysfunction, fatigue, etc.
I don't think this is a psychological problem. I've never went this long of not being able to have an erection or sex drive. This has not happened before.
I'm not sure if I should go back to my GP and bring this to his attention or just ask if he can refer me to a Urologist or Endocrinologist.
You can order basic tests online for prolactin and cortisol for maybe $50 each (check out ultalabs, among many others) - more extensive testing will cost you more. If you find something share with your doctor but they'll then no doubt want to run their own tests.
However, if you don't find anything then you really need to confront your own mental health issues which seems to be one thing you don't want to consider, based on what others are saying about your past posting history. Just because your body isn't acting the way you think it "should" doesn't mean it's a physical problem.
I agree w poster above. He completely ignored, I believe, my question if his his receptors are fried from too much porn, insta or tix tok models. This generation has the lowest sex drive due to being desensitized with all of that.
I think websites try to reflect the mood of the country. And the mood has been ugly for the past 18 months. There are a lot of angry and frustrated people out there. I would suppose city-data has offered some leniency with angry posts, hoping to reflect this mood, without allowing offensive posts. Good job overall, c-d.
