Septic emboli are not a common source of UTI. Sepsis can be a complication of pyelonephritis which is an infection of the kidney. Sepsis can cause DIC which are small clots that mess up a lot of organs.
A UTI can cause a person to get dehydrated and decompensate an elderly person where they get an electrolyte imbalance and cause them to get disoriented. It doesn't take much for an elderly person to get disoriented and confused. If the person can't pee because of pus clogging everything up requiring a catheter to be used then the build-up of water can also cause an electrolyte imbalance and lead to neurological consequences.
You don't mention the actual symptom that you refer to when you say brain damage. There are some disease processes that can impact both the brain and the kidneys but those are not simple uncomplicated urinary tract infections.
