I went for right shoulder pain and was referred for pt but can't get seen until the second week in Dec. Pain was so bad that I went ahead and got a steroid injection to take the edge off as lidocaine patches were not doing much. The doctor wants to do an mri but I have had bilateral total knee replacements and don't want to risk messing them up. I will try the pt in Dec but have doubts as years ago I was given pt exercises that used resistance bands and could not do all of the exercises because I have had both thumb joints reconstructed and the reconstructions involved the removal of a tendon from each forearm and the band exercises inflamed the remaining tendon in each arm. I just know that I am tired of not being able to do things and tired of the pain.

What does a shoulder MRI have to do with your knees? You lie down in an MRI machine, head first. Your knees probably won't even go in.
Around here they stopped the PT First protocol. Too many injuries, making things worse. Get a proper DX. X-rays, MRI, then diagnosis to determine if surgery is necessary. If not too severe, PT may work, the torn tissue doesn't grow back. Mine was completely torn with many other injuries, definitely surgery. If I had done PT first, it would have been worse.

I know it sucks but you can't put a price on health. I have united healthcare with a high deductible but thankfully my husband's job pays half of that deductible. I try not to go to the dr. for every little thing and so does my husband but when it's a major injury or health issue we go.
OP, I've had shoulder pain for a few months from a combination of overuse plus a minor injury closing a door (twisted the shoulder somehow). Went to Ortho shoulder specialist and was immediately referred to PT. They did an X-ray in the office and said it's frozen shoulder "but I can't rule out a small rotator cuff tear". After 5 weeks of PT, I still have pain, sometimes worse then before starting PT although improvement in range of motion. I contacted Ortho again about my continued pain but they blew off getting an MRI. It seems they don't order them as readily as years ago. Basically I have yet to get any real confirmation of my diagnosis.
Started PT with pain around 1-2 and stiffness from the frozen shoulder but now have a right shoulder that is barely functional. I cannot move it in certain directions. This is after 6 weeks of PT. I have an MRI scheduled now but it was like pulling teeth to get this order.
I never even saw the Ortho doctor. I was forced to see his physician assistant. I live in a high density populated area and there were 50 people in the waiting room when I went to the appointment. It was like Grand Central Station. You had to check in on a computer. I suspect they are rationing tests to some degree.
