I suspect but certainly don't know that part of that is by design. Most people probably only need such meds once or twice a year. They end up sitting unused for months. So, make consumers buy new more often.

I have used long expired prescription meds many times, only for acute conditions though, and they always work fine. I trust OTC's a lot less.

Mullein herb tea, capsules or tincture works well for chest congestion. I don't have anything against over-the-counter meds, but this can't be beat.
