Knowing CPR is another thing parents should know how to perform in case of emergencies which would include the heimlich maneuver for choking victims.
True, I agree. Didn't get a chance to open and read link surrounding the tragic accident. Guess no one was around to perform the Heimlich? Truly,
anyone can choke on any particular food item, not just hot dogs.

Heimlich does not always work. Sometimes you have to cut a hole in the neck. I think all parents should take a CPR/first aid class. And no reason should be used to feed kids MORE hotdogs.... I remember eating that stuff as a kid and how easy it was to choke. There were plenty of times where I had to use the lean forward and hack trick my mom taught me after I choked on a noodle. I think most kids easily choke that are under 10 because of how the eat and how they act when they eat. Talking and messing around, not really paying attention, HUGE bites.

I also think no parent should hire a babysitter that does not have a CPR certification.
