Sadism and brutality knows no ethnic identity. I agree Asia has seen some horrific large-scale torture regimes - Japanese during WWII, Pol Pot, to an extent Communist China and North Korea, but equally horrific things have gone on all over the world.

If your point is that Asian culture is innately more cruel/brutal - I disagree.
Equally bad all over. It's always worse if it occured to your family. the only difference may be shear volume and geography.
