Karl Rove, Hermann Goering and Imelda Marcos are examples of people who were appointed to positions that would ordinarily be held by lackeys, but they assumed for themselves huge amounts of immediate and direct power. Who were some more examples of these, and historically, how does this phenomenon happen?

How does it happen? Cunning and ambititous people who otherwise are blocked from more direct positions of power, sieze what they can and operate beyond the ordinary limits of the job. If you can make yourself indespensible in some or another area, you can get away with a lot and still be tolerated.

Goering? The head of the Luftwaffe would have been a position held by a lackey? Not to mention his later promotion to #2 behind Hitler.

Add Eleanor Roosevelt in there too.

Sometimes it's not just cunning and ambitious people, it's ones that are competant but due to limitations of their own are unable to be in a position to wield power as they are the wrong sex, ethnicity, class background, or even just very sharp but a poor public speaker.

I would think Henry Kissinger might even go on that list.
