It was the continuation of Gorbachev's negotiations with the West. He wanted loans and the West wanted consessions in return.

Poland ( and particularly Czech republics) were much smaller economies. They could be quickly absorbed by Western Europe. It was not a case with Russia, or even Ukraine, no matter how much Americans were trying to push it out of Russia's influence.
Western European countries couldn't swallow that much - they were not interested. It's all about money to be made ( or not,) don't you know it?

They were, ( and not necessarily in 19th century but in later times,) and the NYtimes article describes in details why European cities are different and can be easily returned to car-free ( or minimum cars) stage.
Same can't be done with American cites for obvious reasons.
I know who Europeans are on that thread and they prove my point for the most part, however couple of other posters might be Americans living in Europe. And Americans have tendency to project "things American" on "things European."

Just keep in mind that this is not the right thread for car discussion, so be patient until I have time to return to appropriate thread.

My advise for you would be to read some threads in the world forum - you'll see what Europeans are saying about Americans ( particularly like you I suppose.)

It was not about a "gun," it was desire to bring the cold war to the end, to reunite Germany - that kind of stuff. That's how the idea of the loans came about - mutual benefits, you know.
