Definitely post-1980s, but not quite 1990s yet. Sort-of a grey area couple of years there....it's bizarre watching videos and reading about things from those years. You can definitely see 'today' in those years, everything is basically set in stone by that time - but at the same time, it's not all there. I get the same feeling when I watch something like Terminator 2 (1991).....during some parts of the movie, I'm half-expecting to see my Dad walking in the background with his giant blond mullet, next to my Mom, who was pregnant with me at the time living in L.A.

Finally, someone mentions the early 1990s! They were like one decade in four years.
You're 100% correct about that era. The Teenage Mutant Ninja Turtles action figures are still sold in stores to this very day. We had no idea that they would stay around for so long back in 1992. They've definitely spent more time in this century thus far over the last one. At the same time, I would not be caught dead wearing Z. Cavaricci pleated pants or Skidz while singing "Ice Ice Baby" in this day and age. The 90s did not start in America until 1993 when Bill took office. Things were starting to change in late '92, but it was still safe for a guy to wear a neon pink top at that time. Not to mention, you could still catch Saved By The Bell on NBC Saturday mornings. The other stages of the 1990s were never as good as the HW Bush era of the 90s decade. Everything was right with the world in 1991. Now, I can't even walk in a department store or Multiplex because nothing is original anymore. Where are the real life Doc Browns? I need a Deloreon to take me back to good old 1991.
