Nope. I highly doubt this due to men's genetic inclinations, and the fact that antique women's dress emphasized and even exaggerated a small waist and sizable chest. Furthermore, it is well-documented that in Victorian times chubby women were seen as attractive; and wealthy women ate as much as possible to maintain a rotund figure. The biggest difference in the past was that paleness was considered attractive and tanned skin to be unattractive; today the roles have reversed.

I disagree.
In Victorian times, a tiny waist was prized by ladies of the middle and upper classes. Even young girls had to endure getting used to wearing tight whale-bone corsets. Tightly laced corsets were worn right up to the first decade of the 20th Century.
If one is to read the popular novel Gone With The Wind - regardless of one's opinion of the book it was carefully researched and the author was deeply concerned with historical accuracy - we see the main character was proud of her tiny waist.
The bust was another matter. A full round bosom, I think, was considered attractive.
Now, if we go back to the 17th Century ... the age of Rubens and Rembrandt ... that was another story.
Flat chests were all the rage in the 1920s, but I never before stopped to consider whether that was just "fashion" dictating something stupid, as it often does, or whether it was because men preferred them. I suspect the former, now that I'm thinking about it.
I have always been more concerned with the contents than the package.

Looking back through history it is interesting how breasts have been viewed. In Europe for hundreds of years to present they are simply a part of a woman large or small.
Think about when America was settled and the breast was hidden unless the painting depicted a topless savage. Fast forward to today and the breast is a object of sex and desire that drives a man crazy. meanwhile back over in Europe they have topless beaches. Try that in America and the Police would be called to arrest the woman and hold back the mob of men.
Breasts are a lovely part of a woman be they small or large. Maybe the OP is thinking about the large kitchen mom or maid in apron threatening to hit the husband with her rolling pin?
I cannot think of anywhere when large breasts were made fun of.
