While large nukes held by nation-states fairly well preclude the possibility of a full nuclear war because of Mutual Assured Destruction ....... what if there is no target for retaliation?

Construct a future history of the US and perhaps the world after a small terrorist nuke goes off in DC, destroying part of the city including the Capitol. The President is spared because he is in Hawaii playing golf, and so is most of Congress because they are off electioneering or boinking interns across the nation. Only a few thousand people die but the nation is of course gripped by panic.

Al Qaeda takes credit for the nuking a few seconds before it happens just so everyone knows it is them. They claim that they have two more bombs hidden, one in NYC and the other in LA. That's a lie - they had a hard enough time getting the one nuke - but we don't know that (similar was done in WW2). Since AQ is a worldwide organization without a central HQ, there is no target to retaliate against in any significant way.

Afterward, they demand the full surrender of the US, to be followed by a small occupation and the institution of sharia law.

What happens then?

No, it involves bigger issues than personal survival. That would be the least of worries at first, since it was just one small nuke ...... we could say less than half Hiroshima, much like a Davy Crocket battlefield nuke. US infrastructure would be essentially untouched.

The first question might be: how could our govt respond to the demand? If they don't agree to the terms, they risk losing far more people, depending on where the bombs were hidden.

Please, we would surrender to a bunch of backward ass camel jockeys?
We didn't surrender to the USSR and they had the power to wipeout the planet.
We would probably go after whatever nation is giving them safe refuge...
Pakistan, Afghanistan , Iran, it wouldn't matter, the wrath of the Air Force would be upon them...

Every nation has al Qaeda groups, Cali. Even if we knew that say NKorea or Iran had sold them, realistically we wouldn't nuke that country because it wouldn't have much effect on AQ (or whatever terrorist organization), while killing millions of citizens.

We aren't going to Nuke anyone, unless its a retaliation against a full blow nuclear attack by the Russians.

It wouldn't even phase the power structure of America; even if the Prez and the entire house + senate were killed all at once there is already a second, nationwide shadow sysem in place to maintain continuity of government that has been designed to withstand far worse things than a single nuke on DC. Besides, the terrorists would more likely take New York because it's the greater symbol of American wealth and power.

Anyway, The event would be used to justify yet more unconstitutional infringements on civil liberties and give the Man an excuse to finish the job in the Middle East with gusto so Exxon and BP can get control over the rest of the oil fields in the sandbox that they've been drooling over for the past 50 years.

Then, after a couple years of cleanup and some shady back-room deals, DC would be rebuilt with no expense spared and we'd pat ourselves on the back for being so resilient as a country in public and comment on how patriotic we feel, but in private we'll watch endless conspiracy theory youtube videos and try to guess when the next apocalyptic event is coming.

But the terrorists are threatening to NYC and LA as well, stating that the bombs are already in place. As far as the President knows, that might be true.

A president couldn't just shrug off the possibility of so many civilians dying in two of our biggest cities ...... not to mention that they are economic powerhouses of the nation.

The real problem with this scenario is that it's realistic, it could happen eventually. The borders are not exactly tight, al Qaeda is flush with cash, and it would be easy enough to smuggle a small portable nuke into DC...... the Davy Crocketts from way back in the late 50s could be carried and operated by a 2 man team, it's not that technically more difficult than a larger nuke.
