Very broad question. What do you mean by evolved? Industrially? Socially? Intellectually?
I guess I would say the renaissance period around the early to mid 1400's. When people started to use reason to explain; and technology during the age of exploration (1450). Science and technology put the human race in hyper-drive......
Edit: I see the early 1900's had been voted on. I'd choose the early to mid 1800's (the first industrialization).
The Space Age. The rise of computers. The development of worldwide telecommunications. Intercontinental satellite TV broadcast. The internet. Mobile phones. Digital audio and digital video. Advances in medicine, including in body imaging technology.
You can't compare the world of 1999 to the world of 1949.
I said early 1800's. It isn't really true that man evolved much in any 50 year period. It takes a few hundred, 7 generations or so, for separated populations to present different traits. At least for dogs.
I thought the railroad and the opening of the American West led to the period of greatest change in human societies. The cultural world was rocked by romanticism, the political world by republican government and the scientific world by the enlightenment. New ways of looking at relations between rulers and ruled, new perspectives on the world and mind, experiences inaccessible to former generations.
I'd say it has been steady. And de-evolution through such things as war, genocide, tyranny, over-population, etc. seem to wipe out much of the advancements of evolution.

Those are things that humans have and speak very little to our evolution as a species which in my opinion hasn't progressed in least over the last 250,000 years. As for comparing the world of 1999 to the world of 1949 absent the issue of technology, human behavior hasn't change one iota.

Well there is certainly an argument to be made in this regard. Unlike our earliest ancestors whose very survival depended upon empathy for one another, who understood the importance of mutual cooperation for their very survival our contemporary emphasis on "I've got mine you get yours" certainly should be considered a step backwards in our social evolution.

People in 1949 didn't spend any fraction of the day watching TV or using computers.
