It depends what you mean by "accomplished".

Elizabeth II and Victoria both had virtually no political power, although you could argue that they exercised some degree of influence. In terms of governance of the country, perhaps only Elizabeth I was pivotal in shaping England's destiny.

She was queen during a very pivotal time in British history, below is the speech she made at Tilbury as the Spanish invasion fleet was sailing up the channel:-

My loving people,

Great speech, would her maj today have done the same thing? Who knows.
