Well I suppose we should first find all the female rulers and what years they reined and then see if any two ruled at the same time and then see what their relationship was like. https://en.wikipedia.org/wiki/List_of_queens_regnant here are some that ruled in the 1700s

I think you on to something. In 1900, during the Boxer Rebellion the Dowager Empress Cixi declared war on Great Britain and 10 other nations (including Russia, the USA, Japan and the Netherlands).

Victoria was Queen of England in 1900 and Wihelmina was Queen of the Netherlands in 1900. So Empress Cixi was at war with TWO Queens, Victoria and Wihelmina!

AFAIK in the XVIII century there were three or four female Empresses in Russia (basically, the Russian Empire was ruled by women for most of that century) and all waged wars, to some degree. Elisabeth I and Catherine II were the ones most successful militarily. But their opposing rulers were all men.

Another batch of female rulers was in Britain, but again other than Elisabeth vs Mary I can't think of any instances when they'd fight against other female monarchs.

Yeah Russia with Britain probably had the most and powerful queen regents out of all the European countries

There were many times in British, French, etc., history when countries were ruled by regencies. Court appointees would govern until child heirs became old enough to rule in their own right as kings (if they survived to adulthood). During these regencies, the mothers of the crown heirs often wielded a huge amount of power. Marie de Medici and Catherine de Medici are great examples. Women in these positions were often busy with court intrigues and looming civil wars, rather than international warfare--regencies made competing claims to the throne flare up.

At other times, there were instances where kings or emperors were half-wits, and their wives, mothers, and even their mistresses, made a lot of decisions with national or international impact. Catherine the Great of Russia is a good example. I can't think of a Western queen or empress (or regent) who was in power during a war with a foreign power headed by another woman, however...

Most cultures of the world have long had systems with men as rulers, or generals, or conquerors. Women with power usually had to get it through surreptitious, "unofficial" means. Not that they didn't gain power, or exercise it... it's just that they've seldom been the one wearing the crown and holding the sceptre.

AFAIK during some dynastic struggle in the Middle Ages the French made a rule that explicitly excluded women from the throne. Which in the end brought them the 100 Year War and a temporarily loss of independence. And, ironically, it was a woman that saved them in the end.
