Panama. The east end of the Panama Canal is on the Pacific side and the west end of the Panama canal is on the Caribbean side. The sun appears to rise in the west at that location. I believe this question was brought up with Marilyn Van Sant as one of the questions in Parade Magazine several years ago. I originally thought the same as Trudeyrose about the Arctic circle and the equinox and then I thought about the unusual configuration of Panama. Great question!
