I believe that it's Tarawa, I've had the chance to visit there a few times.

To keep on the Pacific theme, this country signed the Treaty of Cession in 1900, this allowed the US Navy access to the only safe deep water harbor in the South Pacific.
Can you name the country?

I would guess Subic Bay in the Philippines.

John, think as little farther to the east and south of the equator, Subic Bay is a good guess, but it has a rather shallow harbor compaired to the one mentioned in my post. This harbor is the only safe water harbor in the SP. Due to its location, it is pretty much typhoon safe and has a depth of about 3000 ft.

Just as a follow up on the question, This harbor isn't currently an active US Naval base, it was used during WWI as a coaling station for US Naval ships and also used during WWII.
