The Third Reich.

Considering its brief time (12 years) it was especially destructive, brutal and murderous beyond all others. Not only that but most empires have at least some good qualities to balance out the bad, not so much the Nazis though.

The Nazis were so bad, that after thousands of years of the Europeans fighting each other, the Europeans finally got together and created the European Union.

In contrast, while the French were bad in many places (I know of Algeria and Indochina) they also had some redeeming qualities. For instance, many former French colonies still want to have close connections with France. Also, in North America the French usually treated the Native Indians better then the British/Americans did.

Mongols certainly top the list. They probably win.

The Third Reich certainly has a place in the last, as does the Japanese empire in East Asia during WWII and conquest of Northern China.

Aztec empire in Mexico with the large scale human sacrifices.

The Islamic conquest of the Eastern Mediterranean could be quite brutal, especially in the early days.

While the Khmer Rouge were terrible, killing one out of three Cambodians, I would not call Cambodia in the 70s an empire. They were not expansionist and did not conquer foreign peoples.

Depends how one defines and empire. Mongols would top the list they killed 10-12% of the population of Earth at that time in the middle ages. The Communists would get an equal nod for 2nd in China and the Soviet Union relative to mass murder and slave labor.

The Belgians in the Congo were pretty brutal. The Belgian Congo was essentially the personal property of King Leopold II (Belgian Congo/Free State). I can recall horrific stories and images coming out as the country gained independence in 1960 (Democratic Republic of the Congo). Mining and export companies (rubber, copper, uranium, etc.) were often the culprits supported by the colonial government. That pattern was not unique to the Congo in Africa or the Belgians.

Mongols, Aztecs, Belgians, Russians, Chinese, Nazi Germany, etc. I'm not sure who wins the prize, or how you quantify it? Brutality towards your own people? Brutality towards others? Length of time? Actual body count?

Muslim historian Firishta [full name Muhammad Qasim Hindu Shah, born in 1560 and died in 1620], the author of the Tarikh-i Firishta and the Gulshan-i Ibrahim, was the first to give an idea to the medieval bloodbath that was India during Muslim rule, when he declared that over 400 million Hindus got slaughtered during Muslim invasion and occupation of India. Survivors got enslaved and castrated. India’s population is said to have been around 600 million at the time of Muslim invasion. By the mid 1500’s the Hindu population was 200 million.

Muslim chroniclers claim a far greater tally of deaths.
