Well, I don't know. I kept trying to think of American born who became the heads of foreign states...William Walker, Jefferson Davis, Sam Houston, but you had said simultaneously and none of the above were. Then you changed it to foreign born /American raised and I stopped thinking about it.

Is Golda Meir one of them? That's the one head of state I can think of who was born elsewhere, but grew up in the US.

Yes, Golda Meir is one of them---the one who grew up in the USA. The other one was a head of state at the same time, and was born in New York City. The hint given previously was that the country involved starts with the same letter as Israel, which now should make it easy. This person had previously been the actual head of the government, but by the time of Meir, had become the figurehead "president".

I had missed your hint as to the other country. So, I did some searching around the net, cuz I was stumped. Eamon de Valera was born in New York, but moved to Ireland when he was two: Is he the other one? It would then be:

Éamon de Valera
Golda Meir

De Valera and Meir is correct. Again, sorry about the mis=stated question at the outset.

See? Any American boy or girl can grow up to be president, even if there is no vacancy at the White H ouse.

Oh, no! Now it's my turn. Let me see if I can do this without it being too easy or too hard.

I was born in Jamaica, but subsequently lived in Costa Rica, England, Panama, and the United States. I often worked in the newspaper business. I was an ardent activist for the rights of blacks worldwide.
