Its not unheard of for this to happen with stuff important events. You should see some of the Nelson/Trafalgar stuff they have at the British maritime museum.

How does a state get to declare something in a place that doesn't belong to it, or to the U.S. "a state historical resource?"

Sounds like a meaningless bit of puffery.

Well, why does California get to decide? After all, a lot of the equipment was made in other states such as Texas, New York, and Alabama.

Cali can say whatever it wants. Its actions only have legal force in Cali. The texas legislature once did a resolution praising Jack the Ripper for his work in reducing excess population.
