I've been using Windows Paint to create images like the one below but the images have grown so complex that Paint just wont do anymore.
For example there should be 24 angels not just 4 but there is no way to rotate an image by anything other than 90 degrees in Paint.
I have zero artistic talent so I will not be free-handing anything.
I am limited to geometric shapes.

I would prefer something like Logo. I am familiar with writing programs to draw geometric shapes but Logo is written for toddlers.
I need a real drawing program.
I'd be willing to pay up to 50 dollars if I must but certainly not hundreds of dollars

You should try the Paint.Net application to see if it suits your needs. It's free and easy to use from a Windows Paint background.

Corel Paint Shop Pro X8 ($63.99/usually $79.99/free trial) Photo-Editing Software - Corel Paint Shop Pro X8 (Easy to use full-feature image-editing program, not just for photo-editing, although it does that too - my favorite - worth the price if you're really going to use it)
