The best thing would be to remove the blocks and redo that wall, but since that's not an option right now, How about if you just go with it.. Put a decorative shelf underneath and add tall decorative objects on the ends of the shelf. Use it as a back drop.
or get a tall piece of furniture that covers that area. If it were my house, I'd just stick one or 2 bookcases side by side in front of it.

What about hanging some matching curtain panels over them? Like a fake window? That you never ever open! LOL
