Two choices-
1. Remove tile, install laminate.
2. Install laminate over tile.
Both methods have pros and cons-
In my professional opinion, depending where the tile is, tile can be a more durable product. And it can be spruced-up. I'll take site-finished hardwood over laminate any day; or engineered depending on budget.
1 - Remove tile; put down laminate.
2 - Remove tile; put down hardwood.
I would do the latter.
