Thanks for all the replies. I now know these aren't picture rails. I'm relatively young and had just assumed wrongly. The main bedroom has picture rails.

Pitt chick - I wanted to be very sympathetic to the character of the building. I own the apartment and am still deciding whether to take them off. I have no art at all..not yet. Molli - thanks for the tv suggestion. I will go down that route as I wanted to avoid the tv as a focal point. Kayekaye - thanks for your reply. I don't think it was ever a dining room(edit: perhaps it was, people lived differently when it was built), but they are probably display/feature rails. The lady downstairs has paintings on them..

Thanks hopes for your contributions. I don't have many pictures at all either.

I got a photo of next doors place and am convinced to remove them. I think it makes the ceiling feel higher.

I would lose them. They make the room feel choppy and as you noticed, the ceiling feels lower. Paint (or replace) the baseboards to match the detail in the ceiling instead.

That's very pretty. It will look nice if you remove them. It's a cute apartment.

That was my first thought too!

After seeing the photo of the other apartment without them, I definitely vote for getting rid of them. So much nicer looking.

I agree, take them down. More to clean, and it is an arkward place to clean as well.
the apt with the wood floors and no shelves looks much nicer.
