Do not make the sheers shorter than the windows! If things hang down lower than you want with a standard length curtain, place the rods a couple of inches higher if there is room. The higher you hang the rods, the bigger the windows and the room looks.

What length are you looking for?

I know there are many options in ready-made, not just two.

Standard lengths include 63, 84, 95, etc...

So an inch of the window would be showing at the bottom? That wouldn't look right at all. I would go with the longer options.

MIL offered to buy the curtains, so I wouldn't ask her to buy custom. Besides, I want to buy a house in t he near future, so it wouldn't be a good idea to invest a lot in temporary curtains. I don't want them to look bad though.

I was thinking of going with t he inch above for the sheers, and few inches below for the drapes. DH and his mom are thinking the longer option for both . His mom has absolutely no interest in interior decorating though, and he's only thinking practically (about weather insulation and blocking out light.). Should they be the same length?

I did try one window and the length is about 4 inches below, as Jan recommended. It seems fine with just one curtain, but not with a curtain and sheer combination. But maybe that's just because the tacky pink heart curtains DD begged for clash with the cedar walls ....
If you are using premade curtains, you will need to move the rods, or shorten the curtains. The sheers and curtain should be the same length. You would need a double rod. You can gain an inch or so in length by using clip on curtain rings instead of using the rod pocket.

Nothing screams, "I am clueless" more than a bunch of badly hung, uneven curtains.

There is one more thing you can do in a pinch if you can't move the rod above the window as gentlearts suggests. You can hang them on the rod where it is and go with the longer length but instead of letting them hand straight down pull each side back and gather with either a tassel tieback or just a tie back.
Here is a picture that is not exactly what I am talking about but it clearly will show you what I mean.

Attachment 138047 Pretend the two side curtains meet in the middle. You can then tie them back and the longer tails will only be on the outside edges. You could pouf them a bit in the center by pulling the fabric more into the center and creating a "curve" over the tie back to take up a bit more of the fabric on the sides. Hope I am making this clear.
Again, it is not perfect but if you can't move the rod it will look better than 4 inches below or a couple above in my opinion.
