Try google image searching using a variety of terms ...red circle rugs, concentric circle rug. You might get lucky.

If you want that particular rug, I dunno. My guess would be to check out a kitsch furniture store. A few of the Habitat for Humanity Reuse stores in my area also sell rugs of a similar style, and for about $60 a pop. Home Goods and perhaps Marshall's/TJ Maxx might be worth a look. Maybe Tuesday Morning.

There is always Ikea, too.
