You could install rods so they go across the stair well.

Just keep in mind that the weight on those can be considerable. The hook and wall need to be able to hold it.

You need two exits from each bedroom and from the kitchen. If your windows aren't large enough to permit exit (likely in an old house) code would not permit closing off the stairs.

Besides that, probably a really bad idea to close off stairs as a safety issue.

Thank you I was looking for those hooks. My parents house had them in one closet but it was from previous owner. I don't know why I didn't think of looking in amazon for it. I will do several rods across the stairs & maybe add those hooks so in emergency or just to reach lower stair (rods) I can drop it & get the walking space back.

Its late so I haven't worked out the details but how about using shelf and rod brackets to install short sections of closet rod and shelving going down one wall. You will have to consider where the studs are and how many steps to span and how high to install. You could still squeeze past the clothing if you needed to use the stairs .
