Yes, left unchecked, the moisture probem can create mold---or, as in one house I lived in where the windows were single pane and old, the carpet just below the windows was growing mushrooms!

I am having the same problem with a double pane window on my sun porch. I understand what is causing it and the ramifications (mold).

My question is:

Do I need to 1) Have the window resealed/recaulked or 2) Completely replaced?

You were isolating the room to let the moisture build residues on the windows. the humidity was not evaporating hence creating moisture. Good that your problem got resolved by simply pulling up the blinds a little.
