I've just had the basement in my home finished, but haven't done anything to the floor yet. The basement floor right now is concrete, but its not leveled. Would you recommend ceramic tile, or carpet? Either way we have to level the floor but i'm leaning more to carpet.

We have not finished our basement yet, but I am always concerned about flooding. We haven't had that problem in this home, but we did in our finished basement at our other home. It was finished when we bought it and had a tile floor, which worked out very well.

There's a sump pump in the basement, we also reinforced the outside of the house to ensure no water gets into the basement. I'm just thinking about how cold the floor would be during the winter with tiles.

If your floor is not level and is pitched in towards a sump pump then that is for a real good reason. No to tile and NO NO NO to carpeting. So my answer is concrete staining. Look it up. A pro can make that ugly concrete into a masterpiece. Go look at what Scofield Concrete Staining does. After this you can place a few throw rugs if you dare cover up the beautiful concrete floor.

we have an armstrong sheet vinyl flooring in our basement. it looks like hardwood. we were worried about flooding/water. we use a large area rug in the tv/sitting area.

When our ground level apartment (our basement really) flooded a few years back, we removed the skanky wall to wall carpet and dried out the concrete.
We remedied the flooding problem, but our water table where we are is pretty high and our basement apartment slab floor in the livingroom is well below grade.
The possibility of water percolating up through the slab in the future was a strong possibility despite all of our drainage and regrading work.
So we went with this product that we could not recommend ENOUGH!

it is a floating floor (only glued at seams, if any) we had to smooth out the concrete prior to installation but it was quick and painless and done quickly. The floors edges are held down by baseboard mouldings and the material is thicker and chushier than anything similar. If it gets wet the base trim comes up, the flooring gets rolled up dried out and reinstalled....pretty genius.
We've had nothing but compliments over the past 3 years from renters and their guests.
