1.Post the year of the auto in question? 1991
2.The manufacture (make) Honda
3. The Model 1991
4. The number of Miles or Kilos on the auto. 165,000
The Honda Dealer said it will cost $1200.00 to replace the Rack and Pinion system, Firestone quoted me a price of $650.00.
Are there any products on the market that will seal this leak? Or is it time to replace the car?

No guarantees and I guess it depends on how much leakage there is but you can try this:

You can also use Blue Devil or White Shepherd stop leak products.

It depends on the nature of the leak.
My steering rack was leaking, only when I stripped it down did I discover that an O ring was missing, likely from when it was built.
No amount of Stop-leak would have sealed that.
the $650 quote probably isn't too bad for replacement, remember you'll have to get the alignment done, so check whether this is included in the price.
Depends how handy you are with a spanner.
If you can pick one up from a breakers' yard, they aren't hugely diffucult to change, just a bit fiddly in places.
Depending how handy you are, it should be achievable to replace it in a few hours.
Some cars take half an hour, some are a total PITA, depends how much other stuff you need to remove to get to the rack.

No kidding. I knew Lucas is a strong medicine, but that strong? Well, it'll start leaking again, eventually, have my word.
R&P are pain in the ars to replace. 1. you have to deal with special wrenches that just keep slipping over the nuts 2. You have to lower entire subframe, the way they built them in 1991 3. You have to set splines right, or you'll end up with crooked steering, and god bless do over.
Not sure why it was so expensive. Midas did one for me - my parts - for $160.
