Obviously I can not provide a reference to a licensed SE in your area. However has the Township Inspector provided you with the specific reasons why the structure is not being approved? By that I do mean chapter and verse of the ordinance, building codes, etc.? Are there specific reasons the structure was not deemed safe and or appropriately built?

Hopefully, one of these firms can resolve your issue. Remember to keep one thing in mind- most convening authority have a list of "approved" engineers for their county, municipality, township, etc.
Ask if they have such a list and use one of them (hopefully, one of the above will be on the list). The last thing you won't want to do is pay twice for the same service- if you use an unapproved engineer.
