I believe you are correct. They can also look at article 645 in the NEC as well. That pertains to a raised floor being used as a wireway as well as environmental air, in areas like a server room.
Wanted to let everyone know I ended up doing the install (with a lot of help) without going near the return duct. There was an outlet in the finished attic directly above the bedroom I wanted to do the install. Cut out an access panel in the attic knee wall and 2nd floor bedroom, dropped the Romex, tapped into the existing outlet, and added a new outlet in the bedroom.
