I noticed a trail of mud in my driveway and traced it back to a new pipe coming out of my neighbor's basement. It appears to be a sump pump outlet pipe and I can see where the water flowed from it into my driveway. We live on a hill and the neighbor's house is the next house uphill from me. I thought I had read that there is a building code stating that sump pumps must be drained to the street. Is this correct? I want to get my facts straight before I complain to the neighbor. The current setup would mean all the water he is draining is being pumped right towards my house.
Call your town/city Public Works or Engineering Dept. Some towns have very strict regulations concerning sump pump discharge (our does). Your situation would be a violation in our town.
Also, pumps discharge in the winter months too, that could create an icy danger in your driveway.
Different towns have different rules and while it would give you a little back up to research this, maybe just asking your neighbor to redirect his sump pump drainage would be all you need. Maybe he doesn't know that it is draining on your driveway.
Talking to the neighbor and work together to come up with a solution would go a long way to make relations nice and a more enjoyable living space. Running for lawyers and city officials makes it Orwellean.

Nah. No lawyers. Some knowledge about the town regs. would help the OP and neighbour find an acceptable solution and keep the neighbours' pump within township code.
Just stop by with a beer, a stick of 1.5" PVC, a cutter, and a couple 90 degree elbows. $5, 5 minutes, all fixed!
