I am thinking of having some blue formica countertops resurfaced in a rental property instead of replacing them to stay in my renovation budget. Wondering if anyone has experience as far as durability on having countertops resurfaced...

What do you mean by "resurfaced"? If you're thinking of just sprucing up the formica that's there, it won't work. If you're thinking of putting new sheets of formica over the old, you might as well replace the countertops. You won't spend much more, and you'll probably save yourself a lot of time and trouble.

If you mean adhering new formica to old, we did it.
Just cleaned and sanded the old stuff and glued the new formica down.
Lasted 14/15 years until we replaced the counters w/ granite.
For a rental- why not?
Not like a renter going to give a rat's ass how it's done. And if you get 2-3yrs out of it, you're that much further ahead.
As far as quality, etc.- I have no idea!
