If you're using a paint brush what you're seeing is a difference in the texture, a roller leaves little bumps and paint brush leaves a smoother finish. If you don't have a roller you can try replicating that texture with a wet sponge, I'm not a pro painter but that's what I did so I didn't have to use a roller for some minor touch ups.

I think this is exactly why builders now use wall texturing. They race through the building process and then hide all the mistakes.

I have similar imperfections on my walls covered by texturing, but you can't really see them unless at a specific angle and the right light.

They're not "hiding mistakes"- the process is quicker. The average number of days (barring any inclimate weather/temperatures) to drywall a house from start to finish is about 7 days. Do a popcorn ceiling, knock a day off. Do knockdown finish everywhere, knock 3 days off.

The faster the production, the smaller the carry, and the greater the inventory ready for a buyer-

I'll agree with this. Most people don't even realize the difference between level 4, and level 5 smoothwall. When i look at the picture the OP took of the stairwell it appears to be level 4. When any natural light will shine on a wall the GA recommends level 5.
What happens with level 4 is in the first coat. The joint compound sucks the moisture from the paint faster than the facepaper. To minimize this, level 5 is a complete putty coat of the entire surface. My guy would thin the topping compound, and 1 guy would roll it on while the other troweled it smooth. This allows the paint to go on without creating a difference in sheen that minimizes the visual of the joint compound.

To the OP: the cornerbead appears to have not been nailed 8" oc as required. The real fix is to perform the compound repair, after renailing cornerbead, prime with original sheen paint, and the repaint the entire wall from corner to corner. Because it was most likely level 4 it may never appear perfect, but much better than what you have.

This is why texture can sometimes be better than a level 4 finish.
