Solid stain in barn red. Water based. I don't think there is a glossy or flat.

So is this about floors, exteriors, furniture, ...or something else entirely?

Stains do not come in gloss, semi gloss or flat. Certainly not penetrating stains. The clear coat, regardless of type of clear coat will have the gloss, semi gloss or flat finish to it.

Stain is only color. Oil based penetrating is the most common and probably the only one I ever used in 3 decades in this biz. I suspect those stain/polyurethane all in one products you can get your gloss, semi gloss or flat but normal people don't buy that crap. These products are designed for Joe Homeowner trying to save a penny and some time and effort.

There is a product out there called film-forming stain but most of us call it paint stain. This means that this stain goes on like paint. It just sits there and does not penetrate the wood. You lose the beauty of the wood if you use this product but it can be bought in gloss, semi and flat.

Floors too! Actually, it's about any wood items that get stained.

And correct, it's not the stain that's glossy or flat, it's the varnish. But still state whether you like a glossy or flat finish on your wood items.
Considering the "stains" that only paint the wood, I wouldn't do that. It just wouldn't look the same.
