Is your friend's mobile in the same park as yours?
If not, the issue is likely a park management decision where one park's residents pay their taxes seperately and the other park includes them in lot rental.
If both you and your friend are located in the same park, your best bet is go discuss the matter with your park manager.
Here in CA, any MH built & sold new after 1980 must go on local property tax rolls. Older coaches can still pay annual licensing fee similar to DMV fee.
