Which is faster when drying laundry like a rug and keeping the room less moist while it is drying: a fan directly blowing on it, or a dehumidifier next to it?
Evaporation is generally best when the the speed of air movement is highest -- most dehumidfiers are specifically set up with a relatively low speed fan...
The best would be doing everything you can to increase the air movement AND decrease the ambient humidity, as well as mechanically wring out the rug...
