For the past month, the level of water in my water softener's brine tank has always been higher than the level of the salt, despite adding salt to the brine tank. What could be causing this problem and what is the fix?

Probably salt water bridging. Read this for your soultion.
Repairing a Water Softener Salt Bridge

When your water softener runs but does not soften the water, and the salt level in your brine tank does not seem to go down you may have a problem known as a salt bridge. A salt bridge is a hard over-crusting of the salt in your brine tank covering or spanning over the water
