It is leaning out because it was built with inadequate drainage (and freezing water expands).
Research the topic and then have it rebuilt.
You cannot have too much drainage.
Is it historic? Real stones, not "veneer" type? I've seen many in historic areas that were temporarily supported as I mentioned earlier. Some somehow had what looked like a giant 2', about 1" diameter staple in them periodically. Held them until they got fixed from bottom up.
Do you have clay soil in there? That can be a big problem and needs to be amended.
