I checked the proposal again and with all your helpful comments now I think they want to take me for a ride:
The 8k is simply to install a new gas burner on the existing oil fired boiler and remove two small 130 gal tanks in the basement.
I will get more quotes, I guess. But it still seems worth it.

Seems high. I just converted back in November. I had them install a new boiler, new circulator/zone valves, lines run to my stove and dryer and taking my old tank out as well. Total cost $7300. The run to the boiler was also around 25ft of piping.

That is a WHOLE different ball game. You obviously have hot water heat (BOILER--not forced hot air), so they are going to switch out the 'burner' and not replace the furnace. There still are some of the things (like air intake/exhaust) which have discussed here, but the price seems quite high.

And if there is 100 gallons of oil in those tanks when he comes to do the switch, and he takes that and resells it, plus selling the tanks to another customer, or for scrap, he can drop $1,000 in his pocket from just the 'residuals'.

Get another estimate...or three.

I sold the tanks that came with my house for $300 but they were in good shape, I had to help take them out...probably could of got more if I wanted.

As far as the fuel in the tank put it on craigslist for a buck or two a gallon, someone will come take it.
