If he's on his own property with appropriate clearance and separation from the neighbors, then the primary concern would be local statutes.
If local zoning allows aircraft operations, and he's not going to use the landing site for more than ten operations per day, or for more than three days in any one week, and for no longer than a year, you can land your helicopter without any additional requirements. If you will exceed the one year period, or the number of daily operations, you are required to file FAA form 7480-1 (Notice of Landing Area Proposal).
My BIL went through this for his R-22 and the residential neighbors objected to his landing area. He was denied approval and had to base his helicopter elsewhere.
We had a neighbor landing about once a week (violation of FAA rules here) for about 2 months, then one night about 50 police vehicles showed up and made a drug raid, seized the chopper and everything else in sight.
I'd ask him for a ride to work The soccer field at my job is the designated pad so I would be a short walk to my office from there.
That's what I'm thinking, certainly be annoying to have someone landing a helicopter next to your house a lot but on the other hand if he was offering free helicopter rides.....
If my neighbor had a habit of landing a helicopter in his yard, I would allow it for a couple of times. Okay, its fascinating/interesting/unique.
After that it is annoying, and I would ask him politely if this was going to be a regular thing, and if so, given that it scares the hell out of me having a chopper flying around my house, plus the noise, plus the fact that I moved into a residential neighborhood and not an airport, would he please not do it any longer.
If that doesn't have the necessary impact, then the FAA, the local noise officer, the local safety officer, the local zoning officer, and anyone else who could possibly make his life hell.
I enjoy where I live. I selected it because it is private, quiet, HOA controlled, peaceful and generally inhabited by caring, responsible homeowners. If someone chooses to interrupt that bucolic setting I would be all over them, hard, to get it stopped quickly.
Wouldn't bother me if he did it in daylight hours and didn't mind my becoming more interested in RC air toys. There is enough space around here. We have crop dusters around somewhat regularly (there is one out today, for whatever reason) and one of the neighbors a mile away has a paraglider ultralight he sometimes plays with.
